The idea of the establishment of the Arab Academy for Science, Technology and Maritime Transport was initially established as a regional institute for maritime transport at the meetings of the transport committee of the League of Arab States on 11 March 1970 by the decision of the Council of the League of Arab States No. 2631/1970 at its fifty-third session approving the establishment of a regional center for training in maritime transport . The resolution stipulated that the Arab Republic of Egypt, on behalf of the Arab States, should request technical assistance from the specialized organizations of the United Nations in the field of maritime transport. At the end of 1971, the United Nations sent a joint committee of its concerned organizations to study the needs of the region for this project and recommended the establishment of a regional maritime training institute and the provision of necessary aid. The United Nations Development Program (UNDP) approved the appropriation of $ 3.2 million, In the amount of 8.25 million Egyptian pounds over five years as recommended by the Committee after the visit of many countries of the region to choose the city of Alexandria, which has a long civilizational position as the headquarters of this important project in terms of distinguished geographical location in the middle of the Arab region and the abundance of qualified personnel. In addition, the United Nations Development Program (UNDP) prepared the project document for the Arab Academy for Maritime Transport in Alexandria (REM / 71L286 / 01/19) in cooperation with IMCO as the executing agency for the project and the United Nations Conference on Trade and Development (UNCTAD) .
